Description
The Federation of Canadian Municipalities (FCM) has signed a contribution agreement with Global Affairs Canada (GAC) for a six-year project (2021-2027) entitled Partnerships for Municipal Innovation – Women in Local Leadership (PMI-WILL). PMI-WILL aims to enhance the enjoyment of rights for women and girls, in particular those from marginalized groups, in Benin, Cambodia, Ghana, Sri Lanka and Zambia. The project will achieve this goal by:
- increasing the participation and enhancing the role of women as leaders and decision-makers in local governance
- increasing the effectiveness of local governments in delivering inclusive, gender-responsive municipal services.
FCM implements the project in collaboration with national Local Government Associations (LGAs) in each country, selected local governments/municipalities and other selected partners, including relevant Ministries, CSOs and women’s rights organizations. FCM will mobilize Canadian municipal practitioners and elected officials from FCM’s membership to provide peer-to-peer technical assistance.
The project field office is based in Ghana and covers all 5 countries, supported by FCM head office in Ottawa, Canada.

Major Purpose
Reporting to the PMI-WILL Project Director, the Project Officer supports the partners to implement best-in-class Monitoring, Evaluation, Learning and Knowledge Sharing (MELKS) and supports the Gender Equality and Social Inclusion Specialist for project management, coordination, administration and logistics to ensure effective project management and ensure donor reporting requirements are met.
Key Responsibilities
The Project Officer is responsible for
- Implementing the MELKS strategies and AWP to support effective project delivery and impact, meeting generally accepted quality standards, and promoting strategic evidence-based learning and knowledge-sharing (60%)
- Ensure the application of performance management framework (PMF), including mainstreaming of gender equality;
- Build partner capacity and support them to apply data collection, analysis and monitoring tools, and to apply a gender and inclusion perspective
- Ensure timely reporting by partners (quarterly) as input to donor reporting
- Leverage project ME information toward project learning and knowledge sharing.
- Lead the development and implementation of the project’s internal learning strategies which include reflections on lessons learned to improve project implementation and sharing best practices to strengthen the capacity of local partners;
- Coordinate and support the delivery of learning events for partners stakeholders, Global Partnership Group meetings, and other meetings as may be assigned, including logistical arrangements.
- Lead the development and implementation of the project’s knowledge management strategy, including the coordination, documentation and sharing Knowledge Products which highlight lessons learned, best practices, and case studies for key audiences, and the use of optimal media and mechanisms to reach such audiences.
- Develop TORs for evaluations

With guidance from the GESI Specialist, the Project Officer will oversee the design, logistics and delivery of capacity building events (online and in person), coordination of participation in regional and global networking events and project planning meetings. The Officer also supports the collection and reporting of project results data and the development of knowledge products (40%).
- Support the delivery of activities to support women in local governance (component 1000), including awareness-raising and capacity development activities for municipal staff, elected officials and LGA partners.
- Support the development of content or contracting consultants to develop content for common project capacity development activities.
- Leads the development of information resources, guidebooks, tools and activities to promote uptake of these.
- Maintains up-to-date knowledge of effective and innovative capacity building tools and approaches and supports knowledge sharing through the project’s Knowledge Hub.
- Coordinates regional and international networking events for selected participants from partner countries, including logistical arrangements.
- Maintains relevant project documents and records and where required, follows up with partners regarding data required for monitoring project results against targets.
Knowledge, Experience and Skills
- Legally entitled to work in Ghana
- Minimum of 5 years of professional experience in program monitoring, evaluation, learning and knowledge sharing.
- University degree in community development, international development, public administration, or a related discipline
- Knowledge and experience in the areas of gender equality and inclusion, local governance, and capacity building considered an asset.
- Excellent cross-cultural communication and presentation skills (written and oral). Includes the ability to coordinate and work with teams, lead meetings and make formal presentations to high-level audiences, both in-person and virtually.
- Strong research and analytical skills; experience with communications considered an asset.
- Ability to spearhead and work independently on projects using excellent judgement.
- Good planning skills and ability to multi-task.
Language Requirements
The ability to work in both English and French is required.
