Job Description
Job Position: Senior Procurement Officer (Surgical)
Reports: Supply Chain Manager
Main Purpose of Appointment:
• Manage and develop procurement and supply chain strategies that support the business need and align with the organizational values, vision, and goal whilst ensuring that supply chain selection criteria are clear to meet the same.
• Plan, manage, and coordinate all activities related to the sourcing and procurement of supplies to ensure that supplies are available when they are needed to meet changing levels of demand for a company’s services.
Functions of Appointment:
• Responsible for the procurement of all surgical-related items, clinical & non-clinical consumables for the Centre.
• Responsible for inventory management and stock control for surgical-related stock.
• Work with the Supply Chain team to achieve all Supply Chain KPIs.
• Deputizes in the absence of the other Procurement officers for all related activities within the Purchasing.
• Ensures goods procured are sourced from the right place, at the right cost, at the right quality, in the right quantity, and promptly.
• Maintains value for money in the procurement processes of goods for use in the Centre.
• Responsible for Purchase Request & Purchase Order generation, as well as data accuracy in the Hospital Information System software.
• Liaises closely with Stores & Finance personnel to ensure prompt payment of suppliers.
• Manage relationships with vendors within the surgical space.
• Prepares delivery reports at the end of each procurement cycle.
• Ensures effective and efficient communication & maintains good relationships with suppliers and internal stakeholders.
• Coordinates closely with the Stores & internal stakeholders to avoid shortage of goods, as well as eliminate wastage in the supply chain.
Qualification Required & Experience
Experience/ Educational Qualification
• Minimum 5 years experience in a Supply Chain Management role with evidence of Category Management experience in the field of health and medical centers.
• Demonstrate experience in managing high-value medical contracts.
• Extensive experience in a variety of Procurement and Contracting models- familiar with using a range of contracting reimbursement models.
• Advanced negotiation skills and demonstrable awareness/understanding of dispute resolution tools and practice.
• Strategic development of Procurement Strategies and managing the process of publication and delivery.
• Extensive experience in delivering team and contractor performance management models- including strategic management of flow-down requirements in multi-tier environments.
• Experience working in an integrated project team involving supplier-partnering organizations.
• Experience in managing major change programs and developing team capability forecast requirements.
Person Specification:
• Ability to constructively challenge and support key negotiations with supplier’s pre and post-contract award.
• Knowledge of materials, methods, and tools involved in the health and medical industry.
• Understanding of SRM and its application in benefiting the wider delivery model.
• Knowledge of relevant equipment, policies, procedures, and strategies to promote positive work practices to improve performance.
• Planning, and organizing supply management.
• Leadership and teamwork.
• High degree of Integrity.
• Ability to work under pressure.
• Good analytical skills and abilities.
• Very good written and oral command of the English language.
