The Controller and Accountant General’s Department as we know is the only Department in charge of salary processing and payment for Public Sector workers.
It is responsible for sound management, development, implementation and review of policies and guidelines for processing GoG payroll which includes payment and accounting for salaries and pensions, assignment of deduction codes for third party transactions.
Other functions of the Payroll Management include the following:
- Determination of the means of transmitting employee compensation,
- Publishing dates for payment of salaries and pensions,
- Generation and transmission of monthly salary payment vouchers for validation by covered entities before final payroll run,
- Preparation of payroll reports for management,
- Monitoring of expenditure on compensation of employees,
- Prescription of procedures and actions required for the retrieval of unearned salaries and pensions paid out,
- Processing of deductions from salaries and pensions for payment to both statutory institutions and other third parties,
- Notification and prescription of sanctions for officers who fail to validate salary payment vouchers,
- Migration of sub-vented organizations unto the mechanized payroll.
Every month it generates and transmits monthly salary payment vouchers for validation by entities such as Metropolitan Municipal and District Assemblies (MMDAs), Ministries, Department and Agencies (MDAs), Ghana Education Services (GES), Ghana Health Service (GHS), etc before final payments are made.
In it’s proposed validation and payments schedule for 2023, validation is likely to be opened from Wednesday, 19th or Thursday, 20th of July, 2023. This means that salaries therefore will be paid around Friday, 28th July, 2023.
